When workflow-job and workflow-scm attached to test scope for JenkinsRule testing, workflow UI is not functioning and failing configRoundTrip. This happens because all js related deps are empty jars and JenkinsRule instance missing js plugins. To reproduce:# Checkout the {{its}} branch of https://github.com/jenkinsci/github-integration-plugin# Run the {{WorkflowFailTest}} (I use the IDE).# The workflow job web url should be printed on the console. Browse to it.The Workflow editor does not work because it's trying to load jquery, but is not able to. See the _javascript_ console in the browser.

I assume this is the hpi-plugin. Is this plugin using the latest? https://github.com/tfennelly/github-integration-plugin/commit/aab78c440716cf9a5486aed8d3d1f4541b206310 fixes it. Things are broken before that. TestPluginManager is just using whatever is in test-dependencies and the problem, as I see it, is that the wrong aritfact types are being resolved put in there as hpis (but are not).
