Socket timeout sounds the issue therefore:
- check the connectivity between Jenkins and jira
- check whether the api access is enabled in jira via SOAP or RestApi

Hi Marlene,

I have not used JIRA plugin in Jenkins but aware of Python library that 
allows CLI interaction to JIRA.

My experience with jira-python module is pretty limited but it looks 
interesting.
