I believe that is handled by your servlet engine.

I know in Tomcat, it's in $TOMCAT_HOME/conf/server.xml

Jetspeed is running under TOMCAT. TOMCAT has an http server, although
not recommended for production use.  See Tomcat's conf\server.xml.
