Yes, it should. This is most likely a bug; you can report it at

I'd say osmChange version 0.6 is pretty much what the API 0.6 accepts
as input for an upload. Apparently this hasn't changed much since
2007.

Please make sure to follow the import guidelines - most importantly, 
discuss whatever you want to import and how you plan to do it on the 
imports mailing list first. Otherwise your import will be reverted and 
your account may be banned.


OpenStreetMap is not a data import project; imports are not universally 
welcome; they MUST be cleared with the community before they go ahead; 
nobody is allowed to simply import data without talking to anyone.
