When it's ready (tm)
Most likely, scope completion for what set of features are going to go into
0.4 will be determined within the next month or so, probably involving some
hacking at juliacon, then the 0.4-dev VERSION file will change to 0.4-pre
for pre-release testing, stabilization, freeze on new features and
bugfixing until the tag is ready. How long that will take is hard to
predict.
