I think you may to install kdm (and configuration file should be
kdm.conf ) , which was already replaced by sddm.  RHEL 7 have the old
KDE 4 .

Hello, 

How I change "First day of the week" for sun in Regional settings PT ?

If I change to Regional settings  US the "First day of the week" is
Sunday when set pt_PT the "First day of the week" is Monday , I'd like
see my calendar beginning on Sunday , without break all regional
settings , How I do that in KDE plasma 5 Fedora 28  ?

ah that is right , only Konqueror still built with KDE 4.14 , but for
fedora 26 we got konqueror built with kf5 , last build of kde-baseapps

What !? don't blame distros for devel big fiascos , KDE4 /kdepim 
fiasco was made for kde developers in between 4.6.4 and 4.6.5 (more or
less ) was update in a minor version ... 

yesterday , I read  "PSA - Kontact is royally screwed up" thread in
fedora devel Mailing list , and find out akonadictl stop  , make my
laptop workload be 90% better .

First version on konqueror based on kf5 , is in Fedora devel repos ,
i.e after konqueror and other base apps can be consider stable , you
may consider plasma 5 stable.  , when you go in 5.9.4 (about 20
versions after first stable ) so don't you dare blame distros . 

I still use kde4plasma [2] which still have many bugs , but at least I
know  the bugs.  

My main conclusion the decision of replace kde-workspace for plasma-
workspace was a disaster , a very big disaster. if distros could keep
old workspace , plasma 5 was not a so big fiasco .

I have a project that try have plasma4 on Fedora 22+ [1]
I sad because my calendar on bottom right stop reads kalardar events ,
on my calendar since they swap kontact to kf5 . I look for newest kde
plasma 5.9.4 and still doesn't find any improvement for 
kde4-workspace, and we go for 5th Fedora release.

What is the pager bug ? I have a pager very small , so doesn't affect
me .

Thanks it works , but no such thing "power manager disable" , computer
have power management, you can't disable it .

I think you should add "presentation mode " to Battery monitor settings

Has we have before the big changes of power devil ? 

Now we just have power management enabled or disable.

First what is an activity ?  where is documented how activity works ? 

"The activity service is running with bare functionalities. 
Names and icons of the activities might not be available."
wtf this means ? 

I have 11 tabs , 4 called desktop , 5 called unnamed and 2 called new
acitivty .

Before turn off profile , we may setting "power save" or not , enable
and disable display after certain time or not etc .

How do you do a profile for presentations, not disable screeen , even on
battery ?

Wtf power devil has no more profiles,
why some many regressions on one thing that was working so well 
, now have a stupid check box , 
Power management enable , wtf that means ? what means disable power
management ? is disable this tramp ?  . 

Cpu freq , not enter in screen saver (on presentations ) why this
functions was removed ? 

I may want power save on AC Power or not want power saver on battery
but is not a choice , who is the brain that think we are all stupids .

I got this bug opened on Fedora ,

seems no body cares , but on a laptop when we want hear without
headphones it helps a lot. 

1st - edit /etc/pulse/client.conf
and change 
autospawn = no

2nd - killall pulseaudio

3rd - run on user env:
 pulseaudio -vvv 

lets test with kmix I see on pulseaudio logs at maximum : 

D: alsa-sink.c: Requested volume: 0: 100% 1: 100%
D: alsa-sink.c: Got hardware volume: 0: 100% 1: 100%
D: alsa-sink.c: Calculated software volume: 0: 100% 1: 100%
(accurate-enough=yes)

with gnome-control-center -> sound I see on pulseaudio logs at maximum : 

D: protocol-native.c: Client gnome-control-center changes volume of sink
alsa_output.pci-_00_1b.0.analog-stereo.
D: alsa-sink.c: Requested volume: 0: 153% 1: 153%
D: alsa-sink.c: Got hardware volume: 0: 100% 1: 100%
D: alsa-sink.c: Calculated software volume: 0: 153% 1: 153%

so how I put kmix also control "software volume" ?

After upgrade from 4.6 to 4.7 , kmail don't show 
any email
I got 3 pop accounts

I stop akanodi 
do:
rm -rf  ~/.local/share/akonadi/db_data/*


and pop accounts appears as status offline 
kmail folders Synchronizing (0%) 

well , very disappointed again after an upgrade of kde, lose hours and
hours...

Change all theme seems a bad option.

I change every upgrade of kde klipper icon from kde 3.5

cat restore_old_klipper_icon.sh 
cp /home/sergio/tmp2/3.5s/klipper.svgz 
/usr/share/kde4/apps/desktoptheme/default/icons/klipper.svgz

I see now that icons are in 
/usr/share/kde4/apps/desktoptheme/default/icons but don't have
replacement for wallet , battery etc .

After many "investigation" , I see that  gnome-volume-control shows that
I can pass maximum volume at 50 % than kmix .

I want that others apps like kmix also can scale sound to what now is 150%  

with pulseaudio daemon in verbose mode

you have options like "closes when unused" etc
