Well that's not what I wanted to hear.

So I tried a fresh boot with a single monitor (I usually have 3 with one of
them rotated), and a brand new user, and was still able to reproduce the issue.
What more info can I give to try to narrow down the issue?

I'll dump the stuff I can think of:
* Wayland plasma session
* Launched from GDM
* Using amdgpu driver from kernel 5.14.20
* GPU is RX 6800
* CPU is Ryzen 3700X

Also, some potentially misleading info: even when a package is locally
installed, zypper keeps a copy in its cache.  It seems that Discover cannot
really figure out what the version of a local package is (it certainly does not
display it in the UI); it must have figured out that the package is already
installed, so the only thing it can do is to uninstall it.  This is my wild
hypothesis, so to say.

I told Discover to uninstall it (twice) and the result was the same.  The
uninstaller process ran for a long time (the main part of it was updating the
desktop DB).  After the first uninstall, Discover still claimed the package was
installed even though it was not, so I told Discover to uninstall it for a 2nd
time.  It did not help.

SUMMARY

On X11 system, you can move a window to another virtual desktop by dragging it
and press the virtual desktop switcher shortcuts. It doesn't work on Wayland
plasma.

STEPS TO REPRODUCE
1.  Drag a window on Wayland plasma
2.  In the same time, press Meta(Win)+ F1/F2/F3 (which is default virtual
desktops switching shortcut )
3.  The window doesn't move to another virtual desktop

EXPECTED RESULT

In the same time, on X11, the window will change virtual desktops when you drag
it, and press meta+f1/f2/3

PROBLEM

There is no other fast way to move a window to another virtual desktop.

no it isnt, Plasma does not provide a way to inform others what image is
painting. Latte is doing its own heuristics and also it provides its own dbus
API if others want to inform Latte what background they are painting. This is
how https://github.com/psifidotos/latte_slideshow_wallpaper succeeds in this
and others wallpaper plugins do not.

Latte based on the plasma-appletsrc config file tracks changes only for color
and image file plugins nothing else because it can not find them in them
plasma-appletrc file.

6. In "Desktop Effects" - "Overview", Change the "Global" hotkey to Meta-M.
7. Press Meta-M twice. A "m" appears in the search box.

I thought of some changes that might help. Some buttons could be simplified in
a bottom panel with the following:

1. A single shutdown button that shows all of the shutdown options, just like
in Application Launcher when "show buttons for session" option is enabled (at
the bottom right);
2. An keyboard button (at the bottom right);
3. A cog button for changing session options (at the bottom left).

The example I gave might be simple, but this happens throughout the entire
shell and applications. Really sensitive settings can be changed without the
user noticing. I don't know if it's a Qt thing.

ok. i found something. 
when i write "12 USD" the results say "unit converter" and does what you
described. but just like in screenshot, if i write "$12", the response is from
calculator and not unit converter. pressing enter on that shows window rules. i
created a screen record of the same. this shows for all numbers with a $ sign.
going by your reasoning, i think if the user types $12, unit converter should
show and not calculator

STEPS TO REPRODUCE
1. Right click in the up arrow from the system tray > Configure system tray >
Entries.
2. Place the mouse on any dropdown (don't open it) and scroll the mouse.

OBSERVED RESULT
The options will change. This can cause inadvertently changes that may lead the
user into a bad state. For example, a user change some option just for the
battery icon, but at some point the he/she "scrolled" the mouse on the Audio
Volume dropdown menu. After hitting the apply button, the two options will be
applied.

EXPECTED RESULT/PROPOSED
Changing the options through the mouse scroll should only be possible after
opening the dropdown menu.

It seems sddm uses own cursor even though we change the default cursor in

This can't be done, because any code to detect mounted network shares would
involve querying them which could cause the system to hang if the mount's
network location isn't available.

Don't mount network shares as local folders. :) Use KIO-enabled apps and
kio-fuse.

The issue here, really, is that the shortcut text leaves room on the right for
the submenu arrow--which is unnecessary because no menu item with a shortcut

My framework version is 5.88. I recorded a screencast of the bug (attachment
above).
Tried changing global zoom 2.5x and 1x, panel left and bottom, locale zh_CN and
en_US, all have this problem.
In zh_CN locale, moving from "All Applications" to the category immediately
below does have the same problem as in bug 445602, but not in en_US. However,
as you can see in the attachment, it still happens in other categories.
