The scenario of the bug sometimes can be achieved by following sequence:
1. you are connected at work to external monitor (laptop+external).
2. you put your laptop to sleep
3. you disconnect work monitor
4. you take your laptop home and connect another external display
5. you wake up you laptop from sleep
6. you login and show desktop, when you do so you might see the glitch with the
desktop

Yesterday at work I was able to stabely reproduce this bug for 4 times in a
row, just by following sequence:
1. Your laptop is connected to external monitor
2. You disconnect the monitor
3. Lock the computer
4. Connect external display
5. Unlock the laptop
6. Show desktop on external screen.
On 5th try it was not reproducing anymore.

Important: When your was exposed to such bug, system can randomly enter into
glitch during showing desktop. It is not like you always have to come from Lock
state. You might be working with windows and then at one point you decide to
take a look a the desktop and then this bug randomly might appear.

plasmashell (5.27.5) using Qt 5.15.8

My corporate network requires a captive portal login each week. The redirection
to captive portal is made by MITMing the SSL connections. As I want to know
which connections are being mitmed, I did not install the corporate CA
certificate and when seeing an ssl error I just open any page that works
without SSL to be redirected onto captive portal and then to log into the
network.

Unfortunately, in that case the plasma starts to crashing, disabling the
desktop and all widgets and making it hard to open a browser and navigate to a
captive portal page.

I would like the plasma to handle that case gracefully, i.e. report an SSL
error but not crash.

Still there in KDE Plasma Version: 5.27.10.
Only way to delete it is to manually edit

Another note, there is no problem logging into the database, it was successful.
But your database user may no longer have permission for your digiKam database.
You have to check this manually, e.g. with HeidiSQL

This is a basic test at the start, an attempt is made to create a test table.
If this is not possible, digiKam has no authorization. In fact, there is
nothing we can do at this point, you have to use appropriate tools to find out
why the database is no longer writable.

STEPS TO REPRODUCE
1. Create project
2. Add video clip to timeline
3. Add some subtitles to timeline
4. Group everything in timeline
5. Cut the grouped bunch into 2 parts
6. Move 1st part to left

7. Drag and adjust a subtitle start position in the 2nd part, drag toward left.
Keep mouse button down

8. Drag subtitle to the same start position as video. Keep mouse button down.
Subtitle snaps to video. Keep mouse button down

9. Continue drag toward left. Mouse up and  finish a drag-adjust operation.
10. Undo

OBSERVED RESULT
The subtitle return back to old position. The video "return back to" the same
position as subtitle, which is wrong

EXPECTED RESULT
Video should return back to where the video was

Digikam was running stable for about 1 week on version 8.3.0 (if I remember
right).
Problem is, that I get - even before upcoming loading image - a fault message

You do not have the following rights: CREATE TABLE
Check your rights for the database and restart digiKam."
(Translated from German)

I cannot even enter the setup dialogue in digikam, because it does not start.
Actually a window opened from digiKam, that it is trying to open the database
automatically

Yep, reproduces exactly as described when compositing is disabled.

Indeed, I could confirm this too with 5.27.10 under x11. 

The only difficulty is that you have to press TAB a non-trivial amount of times
before you can interact with the sub-list of menus (bell, keyboard filters,
etc). 
Like, except when it's on the buttons and the settings themselves, there's no
highlight to tell you where the focus currently is. 
And if any IMHO this could be the actual issue here?

Cannot reproduce on my laptop (not tablet) with spectacle recording (capture

Yes, this specific project developed the problem.

The /tmp line is strange as that path if different every time I run the
Appimage. If I delete the path before "linear_y.pgm" and reopen the project
file I still see the problem.

I am able to fix the problem by selecting "Linear X" as the wipe (which does
have an icon next to it) and I must then play back the wipe in full then stop
playback.

Now I am able to select "Linear Y" and its icon has reappeared. It now behaves
correctly.

STEPS TO REPRODUCE
1. Change Address, Name Style, Paper Size or Phone Numbers to some value (I
changed them to de_DE).
2. These values (LC_ADDRESS, LC_PAPER, LC_TELEPHONE, LC_MONETARY) are correctly
written into ~/.config/plasma-localerc
3. Logout and log back in

OBSERVED RESULT

Run the locale command to see that the corresponding environment variables
remain unchanged (and in fact, they are not set at all, and the values
displayed by locale are just their inherited values)

EXPECTED RESULT

The environment variables LC_ADDRESS, LC_PAPER, LC_TELEPHONE, LC_MONETARY
should be set to the values specified in  ~/.config/plasma-localerc

SOFTWARE/OS VERSIONS
Fedora 39, KDE Plasma Version 5.27.10. I have also observed the same behavior
on KDE Neon last week.

ADDITIONAL INFORMATION

It seems to me that, for whatever reason, plasma only sets those LC_* variables
listed in
https://invent.kde.org/plasma/plasma-workspace/-/blob/7b7e70b2262285dbfc294cc6617f4c0787a61d5c/startkde/startplasma.cpp#L171.
As far as I can tell, this has been the case for a very long time, and
curiously was never changed, even when the options to change LC_ADDRESS, etc
where introduced (see
https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/1971). So, as
far as I can tell, these have never actually worked at all (?).

In any case, I propose removing the variable lcValues entirely, and to just add
all values of that config file section into the environment. If that is
unacceptable for some reason, I propose adding the missing LC_* values to the
list lcValues.

4. Rotate the tablet to be vertical and in touch mode
5. three-finger-swipe back to the workspace with Okular in it

Not always, but often times, the document area becomes transparent and a bunch
of glitches appear, see attached video

No visual glitches, the document gets shown in a vertical Okular window

Due to a previous bug (linked below), I found that compositing was disabled on
my system (the cause for that linked issue), but there was no setting available
in the GUI to change such feature.
I was forced to use QDBus to manually find it under KWin and re-enable it.


STEPS TO REPRODUCE
1. Magically disable compositing (via some dbus app, or an older KDE version
that had the compositing setting)
2. Try to use todays KDE's "Settings" to re-enable it.

OBSERVED RESULT
Compositing setting was removed quite some time ago

EXPECTED RESULT
The return of the compositing setting

If I recall correctly, the setting allowed you to switch between
disabled/X11/OpenGl. But for whatever reason, that option no longer exists.
I know I've disabled it in the past (when the setting was available in
Settings) because of rendering issues (not seen yet after re-enabling, but even
now I'll have performance responsiveness issues).
It's on a very old Gen7 Haswell with 8GB RAM (was waiting for Alder Lake, then
Meteor Lake looked better, but not going to happen, so sight is set on Arrow
Lake now).

As an aside which can be ignored since I see it's expressed elsewhere many
times over, I too don't care for the 5.27 tiling that was produced, where it
locks windows-sizes to each other. That must change by becoming an option.
My ideal is to have 25%-corner snapping, and even top-max snapping and
side-edge snapping (as it all was before), but not to have any snapped window
latch onto any other window edge when it is being resized. I can see the value
for some, but when it's indiscriminate to which window(s) it latches onto, I
see that as a problem.
Even now when I start off with 1/4-snapping, which works out fine, then start
doing other odd snapped window sizes (resized; non-1/4), any re-1/4-snapping
now starts going off of where that oddly-snapped window is (or even "was",
after that window was closed).
Like I said, this rant can be ignored since it's all been said ad nauseam in
other places and must already be on the dev's radar. It's only mildly related
(via the linked reference).

I tested various selection sizes. It's finicky and depended on both the size
*and* the position of the selection.
I also have to correct myself about ImageA -- the bug also appears there if I
make the same selections that I made on ImageB.

For this test, I first resized ImageB so the width of the file is 256. This
makes it much easier to select precise sizes with the mouse.
- If I start the selection at (0,0), then a 256x256 selection works but 256x257
doesn't work.
- However, if I start the selection further down at (0,72), then 256x257 seems
to work.

It looks like this data comes from QApplication::screens() which provides the
per-screen pixel width and height in logical (aka scaled) pixels, not physical
pixels. So we either need to use another data source to get the resolution, or
else un-scale them by multiplying the numbers we have by the screen's scale
factor. That could lead to loss of precision, though, so I think it's not
preferred. I tried it anyway, and multiplying by QScreen::devicePixelRatio()
doesn't work since that rounds to integers, so it gives incorrect results with
fractional scale factors.

Maybe this info of my duplicate bug can help to reproduce it:

Steps to reproduce:

1. Have Plasma 6.0 RC1 under arch linux on a tablet (Mine is the MS Surface Go
2)
2. Have multiple Workspaces (I have 1x4) and be in the first
3. Detach keyboard to enter touch mode
4. Three-finger-swipe down once or three-finger-swipe up twice to enter the
desktop grid view
5. Tap on the second workspace to enter it
6. Wait a bit

What happens:
5. The workspace indicator in the panel says that I am still in workspace 1
even though I am in WS2 (proven by the ability to three-finger-swipe to the
right and switch to WS1)
6. Plasmashell crashes

What should have happened:
5. The workspace indicator correctly reports being in WS2
6. No crash

The crash can be reproduced every time.
