I also want to provide some more (maybe useful) information.
I am using plasma-desktop 5.24.2-1 on arch linux and also experience this bug
(randomly either showing the battery monitor, or not).
Hardware is a Thinkpad T460s.
But in addition to the battery icon missing, also my hotkeys for adjusting the
display brightness do not work.
I killed & restarted org_kde_powerdevil, and that made my hotkeys work again,
but still no battery icon (just a display icon). Hovering that icon, it said
something like "No batteries".
Restarting plasmashell, as mentioned above, fixed everything.
