This issue is still there, the line 

OnlyShowIn=KDE;

needs to be added to org.kde.kgpg.desktop so it isn't started in other
environments.  As Stephan said this line is already present in the other
KDE-specific desktop files.

I would like to add that this also happens for me even when using one 3840x2160
(4K) monitor.  

Steps to reproduce:
1. Open Cursor Theme settings dialog. 
2. Set to 48
3. Click Apply, cursor size is correctly adjusted to 48.
4. Close Cursor Theme dialog.
5. Open Cursor Theme dialog.
6. Size setting in dialog is automatically reverted back to "Resolution
Dependent" despite no other user interaction taking place. Actual cursor size
is also reverted back to previous size (on my system defaults to 36) despite
not clicking "Apply" or "Ok", this happens just by opening the Cursor Theme
dialog. 

Current Plasma version: 5.14.2 but has also been a longstanding issue in
previous versions.
