doing distribution upgrade with sudo produces zero results, no upgrade,
removals or files needed or displayed.

You still have Vivid repositories mixed with Xenial in your
/etc/apt/sources.list. Please fix that, maybe your upgrade didn't complete
successfully.
You can get help from kubuntu about that. https://kubuntu.org/community

no. google would not update by using the PPA.  I believe since linux updated
the key signature recently now with google chrome checked as check for updates
is now functioning correctly.  It apparently was a key signature

ok, I found the reason for the failures.   

I am using google chrome, google has misreported something.
 I did not fix the error, I just unchecked the box in software sources that
google had put in. (http://dl.google.com/linux/chrome/db/ stable main)

tried to check for updates in both muon updater and muon package manager.
during the sources check, it stops and reports failed. I tried different mirror
