hover effect behavior on floating panel malfunction, it start when my mouse
didn't hover.
it only happen when using the new floating panel and didn't happen in
plasma5.27
i upgraded from plasma 5.27 and found this bug
STEPS TO REPRODUCE
enable floating panel
move mouse next to the panel but not on the panel
OBSERVED RESULT
the hover effect start + click cause open a new application
EXPECTED RESULT
nothing happend
