I can confirm also this freeze happens also for Kubuntu 23.10 with disabling
WiFi or enable/disbale Airplane mode

1. Click on WiFi icon in task manager
2. Disable Wifi

OBSERVED RESULT
Lags partially, then a complete lag

2. Change global theme
3. Applies it for: Appearance settings AND Desktop and window layout

OBSERVED RESULT
My pinned apps disappears 

EXPECTED RESULT
The pinned apps should stay pinned and not be affected by changing the global
theme (especially Desktop and window layout)
