Ran the commands, rebooted, no luck.

Apparently upon logging in .config/kglobalshortcutsrc gets reverted to the
erroneous state and hotkeys still do not work.

Confirming, for me FN+Brightness up/down and also power button stopped working,
even though I have it configured to suspend the computer in the energy saving
module. Microphone mute works however.

kernel 4.15.2-2
