This appears resolved, at least in my new account (renamed).  I will just call
it resolved as far as I'm concerned for now, and worst case i wipe out and
recreate my old account if i need it.  Meanwhile, someone else can decide
whether to mark this resolved.

I will note, it appears from bugzilla that perhaps i am not running the most
recent version of the tools/libraries involved.  Perhaps i should try to figure
out how to get ubuntu (my copy) on to some kind of
alpha/beta/testing/release-candidate/etc. type of track to get a newer copy?  I
will note i have tried rebooting with no additional luck, and also I notice if
i turn off my 4k display (tv with HDMI), the result is the display options are
not even shown for configuring the display.

I did run the requested commands, and did the GUI manipulation of the settings
(or attempted to).  The results in the GUI were the same, and there appeared to
be no additional output in the kscreen-console output (i did without
redirecting output, and verified).

SUMMARY
KDE Settings refuses to allow me to configure 2 displays, heck, it won't let me
set up any displays.

STEPS TO REPRODUCE
1. By default, on launch of new KDE session, 2 displays are working as
expected, though not lined up (positionally) the way I would prefer (i.e.
similar to physical set-up).
2. I go into Display settings, make a change, and the initial result is that
both screens are mirroring (not what i intended).
3. I then try to make ANY change (enable/disable either monitor, link or unlink
-i.e. mirror or not) and the result is now always the following error message:
"Sorry, your configuration could not be applied."
""
"Common reasons are that the overall screen size is too big, or you enabled
more displays than supported by your GPU"
4. I will comment that I started with the default driver and received this
message, then went to the NVidia website and retrieved 'official' drivers, but
that did not change the error.  I will not also that I am setting up 2 displays
(4k and 2k/1080p), but the display adapter has 4 ports (so you would think it
supports it, display memory permitting).  Also, please keep in mind that when i
initially logged into KDE Plasma for the first time on this account (and yes, I
realize an option may be to wipe out config and/or create a new account), there
were 2 functional separate displays, that just happened to be not tweaked the
way i like. 

OBSERVED RESULT
Error message as described, inability to separate from screen mirroring,
distorted display on larger screen

EXPECTED RESULT
The ability to customize display options for multiple displays.
