Your investigation suggests it may be an error in PackageKit zypper backend.
Can you check with them?

Sorry to bring this back from the dead, but I'm back to running Tumbleweed
(Krypton, so everything is git-current). 

Trying to install Inkscape. Click "Install"... long pause... finally prompted
for root password. "Installing" animation begins on Install button. Finishes,
but still reads "Install". Inkscape not installed (searching from Kickoff). Try
again, same result.

the relevant error lines.

No pong, sorry.

I ended up ditching Tumbleweed in favor of Kubuntu 18.04 to feed my
cutting-edge cravings. 

I forgot to close this. I'll do it now.

You should get some debug output executing it on the terminal.

You can also check if installing works properly with pkcon. e.g. pkcon install
.
