STEPS TO REPRODUCE 1. Open Discover. 2. Resize window such that it is slightly shorter than its list content, about less than a half of a list item. Or maybe just stretch it out vertically. 3. Scroll with mouse/touchpad. OBSERVED RESULT Doesn't scroll. However, manually dragging scroll bar works. EXPECTED RESULT Should scroll normally.
