Problem is still there for F35.
For me, since the problem is specifically with rpm-ostree, one solution is to
remove rpm-ostree and the other is to launch discover with only specific
backends (excluding rpmostree):
plasma-discover --backends $(plasma-discover --listbackends | grep -v rpmostree
| sed -n '2,$s/[\\* ]//gp' | paste -s -d, -)

I have the same problem for weeks, it was resolved by uninstalling

Crashes here a few seconds after start-up as well. KDE Neon 5.23.3.

Seems to be either Flatpak or OpenDesktop-related (or both?). Here's console's

Would you be able to build the Plasma/5.23 branch? I think I included a fix
there today (614450b3ee9175fb16f068af505fb59ed27e6697). Or otherwise maybe wait
until 5.23.4 gets released (yes, I'm sorry about that).

Otherwise, you'll be getting a 5.23.3 update soon, if you could provide a
backtrace from it, that could also help.

Note that if you're unable to open discover because it crashes, you can use
"plasma-discover --backends packagekit" that won't load the faulty backend.
