As far as I can tell, the code that was added to Discover is not distribution-specific. The distribution needs to support distribution upgrades in its PackageKit backend and in its AppStream metadata. They are often incompatible with what is standard everywhere else. For example, one of the best ways to update SUSE is to boot from the new installation flash drive, and click "upgrade."
