Spectacle is a screenshot tool, not an image editor.

If we want Gwenview to annotate images then we should add that to Gwenview

Spectacle is for creating new images, not editing already existing images.
Gwenview is an image viewer, so no need for such. And while an image is open in
Gwenview, you can right click on it - open with - and choose some image editor.

If you want to edit existing images, I'd recommend KolourPaint or Krita
