It is relevant insofar that it confirms the stream doesn't send UTF encoded
tracks, but using  the old obsolete ISO encoding. You should report this
problem to the stream owners and ask them to encode their streams correctly.
ISO is obsolete since the 1990ies ...

I also observe the following output when playing above mentioned online stream.
I am not sure it is related to the bug, but just in case here it is.

(amarok:13808): GStreamer-WARNING **: Trying to set string on structure field
'icy-name', but string is not valid UTF-8. Please file a bug.

The tag encoding in the preferences is not applied to stream, only to the
collection for Synchronisation purposes, so this is not a bug, but a wish.
