Please file a Sysadmin ticket. Developers can freely request membership of the
group, others will need the support of an existing triager or developer to be
granted access.

How does one request entry to the contributors group?  I assume that group is
specific to bugs.kde.org, and not a general kde group?  (and where should I
really ask this question?)

People in the 'contributors' group have the power to do this.
Otherwise, this has been restricted in accordance with the request of the
community as discussed on kde-commun...@kde.org.

As Bug 391187 is broadly having the same issue i'm going to merge this into
that one for easier tracking.
