Actually this bug has been fixed, you need to wait for the upcoming 16.12
release.

Bonjour,

For people in my association I assist and train for using their PC, I am trying
to convince them to use Mageia Linux version 5 with KDE for replacing Windows
XP, Vista and Seven (soon). I tell them that bugs we met and I report to KDE
will be soon corrected, but none of them including this one is corrected ...

And I can add what seems to me to be another bug in Dolphin: in display menu,
locking of panel does not lock anything, places panel is continuously getting
too small.

I continue to hope ...

Just posting to say I am still seeing this problem in version 16.08.3, on KDE
Plasma 5.8.4. Makes the Folders panel pretty much unusable.
