As people have mentioned, this is as designed--for good reason. The ordering
shows you the system's preference for which one to choose, and allows you to
manipulate that order yourself to change which program opens the file.

You can change the order with the file type settings. You can even remove
entries there, if you only ever need a few applications to open a file type
directly in.

The KDE is using application preference order: http://imgur.com/RfGGrOA

My opinion is that this is a good way to put the applications to the order.
