This is weird. In this bug, someone asks to implement automatic panel icon
resizing. But in https://bugs.kde.org/show_bug.cgi?id=182089, people complain
about it! So which is it? Is this feature implemented or not?

FWIW in an up-to-date Neon VM, my save and open dialogs both use small,
un-resizable icons and don't ever seem to get bigger no matter how I resize the
dialogs.

People are annoyed by the autoscaling of icon size in the file dialog places
panel, so it certainly should be optional. See bug 182089.

I suggest to autoscale the items in the places menu, by shifting the width of
it. 
KDialog does it so.
