Well, that is rather a bug in baloo then...
Anf I can confirm it (with Qt 5.12.0, KDE Frameworks 5.54.0, dolphin 18.12.1),
files in hidden folders do not seem to get indexed even with "index hidden
folders=true" in the config, i.e. baloosearch doesn't find them either.

But even with baloo disabled, dolphin doesn't seem to find any files in hidden
folders here.

I can confirm this issue. Plasma 5.11.5 Framework 5.42.0 

After setting "balooctl config set hidden yes" and then using balooctl to stop
and start baloo as well as restarting search within dolphin still fails to find
hidden folders or files.
