I could confirm that if I drag and drop files between two instances of Dolphin, the behaviour is exactly as described in bug 388259. However, my usecase was that I was dragging pictures from digikam 5.9.0 into a Dolphin instance, and then the workaround to move the cursor after pressing the modifier key doesn't help.
