The Root Actions plugin is a 3rd-party plugin which is shipped by default in
Manjaro IIRC, but is not developed by KDE. You would want to contact the
developers of the plugin, perhaps over here: https://store.kde.org/p/998469/
However it looks like the plugin has not had a release on over three years, so
it may no longer be developed.
