Using an older version of Dolphin (22.12.3) plays the sound as per normal. A quick glance at Dolphin's commits don't appear to reveal anything that could be causing the issue. This seems to be related to bug 456765, however I haven't had any problems with systems sounds in Dolphin until 23.04.0.
