After the cleanup of the places widget and a lot of changes in the
applications, this is not needed anymore.

I think we have an existing method for users to set this up themselves without 
requiring any code changes for frameworks or KDE apps  (and it will also work
in non-KDE apps too):

Add the desired folder to the places panel, then right-click on it, click edit,
and check "only show when using this application ()".

Do you think that would be sufficient for your needs?
