dolphin 18.12.3, not alphabetically sorted. I attempted closing dolphin and
rebooting.

With four devices in my Places Panel's Devices section, I don't see this in
Dolphin 18.12.2 or git master, with KDE Frameworks 5.55 or git master.

Can anyone using a recent version confirm that they're still experiencing the
issue?

I doubt that the KIO backend can disable drag and drop in the dolphin GUI. If
you think that disabling drag and drop is a different issue then reopen my bug
report that was marked as a duplicate of this one.
