I'd rather apply the standard UI paradigm for this, which is even more flexible
as it allows multiple ways to layout. See Bug 196016#c2.

Having all options in a single list gets fiddly very fast, because the click
targets are not in a predictable location anymore and you may end up with lots
of scrolling for long lists. (Imagine Firefox would do that for its main tab
bar…)

I quite agree. In fact what I think makes more sense is to get rid of the tab
view and have all sections in one view, but allow each of them to be re-ordered
and collapsed via a disclosure triangle. That way people could choose for
themselves exactly what they wanted to see, and in what order.
