Well, I figured out that when I pull up Krunner I can get a little gamma 
settings icon to click on and do what I want.    So, I think that is it.

Aha! So you don't actually want to adjust the gamma but rather the colors on
the screen.

This is an interesting use case but super niche, given the presence of an
officially supported solution--which is to color-calibrate both screens so they
display output that's as close as possible. As such I'm afraid we won't be able
to officially support the request. That said, it's quite possible that someone
(maybe even you? :) ) will create a 3rd-party Plasma widget or KWin script to
implement the requested functionality and put it on store.kde.org for download.

In the Gamma settings menu you can adjust the colors individually.  That 
is the feature I use.

Thanks. But why does adjusting the gamma specifically help? That won't correct
color related issues, just brightness-related issues. The best way to ensure
that the two screens display the same thing is to color-calibrate both of them.
Have you tried doing that?

Here is a "mission critical" use case for me.   I screen cast my iPad to my
external monitor via the Linux utility Uxplay.   I do this for art projects
using Procreate ($12.99).   There are differences between what the iPad shows
me and the big screen display of it as I work.  The two screens MUST be as
close as possible in appearance.   Often this requires frequent minute
adjustments on the fly.   Being able to pop up a little gamma app to do this
would be a big help.

More explanation:

I was thinking a quick and easy popup to adjust gamma on KDE would be very
useful to people who watch a lot of Youtube videos and such, also movies.

Quality can vary quite a bit and a quick easy method of adjusting the screen
would be very handy.
