The regression lies not in the SystemLoadViewer itself. In KDE4, it seems the
system monitor was built-in (also in krunner, there was a button to show it).

In order to fix this, either the KSysGuard needs to be a unique application, or
the applet needs to maintain a connection to the process and raise the window
in case you click again.

Can you provide a patch? :-)
