At run time, of course, the plugin is loaded. If an error occur, this will be printed to the console. Run digiKam from a console and look the debug statement. Mediawiki and libkipi will be print if something is wrong as a version diff or a broken dependency. In all case, this is a package problem, not a digiKam implementation problem.
