Fix keygen without signing capability

If no usage is provided we need to explicitly
set "cert" as usage. This only affects OpenPGP because
for S/MIME the UI forces at least one usage.

If you uncheck the box (+ RSA), the Key for encryption only (no signature is
required) is created successfully.

This is a very specialized requirement and it is probably better to use the
command line for that.

You always need at least a certify signature key to create the keybinding
signatures.

I'll treat it as a bug because the user interface should not offer something
that will result in a general error.
