Keep the control box as small as possible

The vertical size of the control box was growing due to an equal
distribution of the stretch factor. Giving the report and chart area a
higher stretch factor resolves the issue.

i am using breeze as well and am on kde 5.12.1 (think thats the latest one, was
a very recent update). 

Note that I only see the gap on the report view, not the chart view.
