It seems there are simply some packages missing from your installation.
The other bug report was about Debian/Xfce where I could easily solve the
problem
by installing the kinit and the kio packages from KDE.

Please make sure you have these.

What I was seeing on Debian were error messages when I started kolourpaint from
a terminal window, like "could not find kdeinit5 executable" and after
installing kinit I still got messages like "... Unknown protocol 'file'"

Thanks for looking into this.
I loaded the current version of KDE desktop. 
KolourPaint will save files in KDE. 

I also loaded the current version of Gnome and Kolourpaint will NOT save files
in that desktop. Hope this helps. Best regards. Thanks for a great
little application.

There is another bug report regarding the save dialog on XFCE.
Would it be possible to just test it on KDE, please ?
I'm just curious if that has to do with the desktop integration.
