Its from KDE 3, there is a screenshot attached of KDE 3 with the feature, and my very messy desktop :) . You can make either the konsole window transparent but you can see the windows below. Or you can set a wallpaper that would be stretched and tiled independent to the background of the desktop. Attaching a photo. I will note though that I am not really using that feature at the moment, so its not urgent for me.
