Implemented/fixed in Krita 4.2.0 under the name "Nearest Neighbour".

Is there a known workaround in case we need a nearest neighbor or point filter?
 Such a filter is nice for reducing pixel art.

No, Krita doesn't have a point filter. We're also not really planning on adding
one, but we can register it as a wish.
