Hi Scott, thanks for the commit. 
I'm sorry but I'm not able to try with a more recent version of Krita since the
appimage now uses Qt 5.12 and it won't start on my old OS. If the bug is fixed
now, please, feel free to close this ticket. Thanks

Is this still an issue? I did a commit a few days ago making the color
selection a bit better for vector tools?

It seems ok now on my Windows 10 git master

I can reproduce this behavior with Krita 4.2.0-alpha (commit a794d32).

Hm, I cannot really reproduce, but I suspect it's related to the moment the
current color becomes black, so that there's no hue value anymore. I'm not sure
it's worth spending time on...
