SUMMARY

I just bought a graphics tablet (Wacom Intuos) with a two button pen and tested
Krita. Button "two" opens this circle to select a tool or color.

Pressing button two, opens the circle. Releasing it, closes it.
While holding it down it stays open and the cursor can be moved to select a
tool (in theory). But tipping the pen (simulating a click) on the tablet does
nothing but close the circle.

However, there's the chance to let the circle stay open: By quickly double
clicking the button two.
If it stays open then (without holding down button two), a tool or a color can
actually be selected.
Unfortunately double clicking does not reliable make the circle stay opened.

Please see the video.
