The darkening is most probably your windows manager's fault: you can turn it
off in settings, I believe. I don't know what is it about the properties window
but it might be a setting for window manager (like "lock/show the modal windows
in the center" or something like that). Please check your settings.

Are you using the appimage, the Ubuntu repository, the Lime ppa, a snap package
or a flatpack?

Please post a copy of Help -> Show system information for bug reports.

Note: You're using a Filter Mask, not a Filter Layer (easily mixed up).
