No, nothing at all gets printed to the log when I attempt to open/close
Scripter. I just started a fresh session and tried it again and this is all I
got:

Are there any Python tracebacks or other relevant output in Help -> Show Krita
log?

(And btw, the issue you linked is only relevant for a self-compiled Krita.
Krita comes with its own embedded Python and doesn't use your installation.)
