Use WhatsThis strings for tooltips in Konfigurator window

Summary:
Some might want the tooltips on hover.

Test Plan: Compile, install, should show tooltips in Konfigurator window on
hover.

I figured out where those tips are. It's a "What's This?" feature activated by
a button with a question mark at the window header.

I still think it's beneficial for users to have a hover tooltip, however this
makes this issue a feature request.
