support for standalone ksplash themes

Summary:
support the new standalone splashscreens of D11918
also add a GHNS button for the new splashscreen store category

Test Plan:
splashscreens are correctly listed, installed and removed
both ones in lnf packages and standalone are listed.

It is a great workaround :D

(but still a workaround... I still believe that that missing button is indeed
lacking. And that putting it there would be the ideal solution!!!)

A least a "Get New Theme" button to open and easily download new Splash Screens
from the GetNewHotStuff system, like you can from all other customization
sections, should be there (i think it's the most basic of the options that
should always be present by default)!!!

I honestly don't get why this is the only sections that misses that button :(

Also, please advise if this should get a separated bug report, or if it's ok to
report it here?
