rebuilt my old kde with Qt 5.12.13 - tooltips aren't distorted.

After few updates

It is better, but there is still a few frames which are white instead blurred
ones, which isn't aesthetically pleasing.
It is alright with dark breeze theme.

It happens only on Xorg session. After experimenting with different options in
kwin I will say that it doesn't matter if it's Xrender/GL2/GL3
crisp/smooth/fast scaling, or if animation speed is changed. Vsync options also
don't matter.
