I experience this bug on Plasma 5.25.5 on Wayland (info attached). Using Prime offload, with Amd Vega as default sink and Nvidia 515.76, with relatively fresh install of archlinux. The flicker occurs after resume from sleep, spesificly after half hour sleep, short sleep does not seems to be affected. It affects both panels I have (1 on top, 1 window can cover). The flicker is not so fast but also not slow, i guest it is between 10 to 25fps. Just installed elisa for the first time with sudo apt install elisa --install recommends and upon first run it is constantly flickering.
