compositor kcm

Currently, the KCM only shows toggle to enable/disable compositor on startup,
but lacks option to change this during the user session. In previous versions
of KDE, I could toggle compositor manually by pressing Ctrl+Shift+F12.

I recently encountered the following situation. After a detected kwin crash,
compositing was disabled. I couldn't turn it manually as the only option
present in KCM was to "re-enable OpenGL detection on startup" (see attachment).
Clicking on that button obviously doesn't enable compositing straight away but
requires to restart the session. To get compositing back I had to make a random
change of the settings (for example toggling the "Allow applications to block
compositing") and click on "Apply". After that compositing was enabled again.
As the change of blocking setting was unwanted, I had to change it back to
previous state and click on Apply again.

To address this specific situation, KCM should also present a button to
re-enable compositing after kwin crash in the blue information box or in
notifications (so the toggle does not clutter the KCM UI).

But in my option it would be even better to have somewhere a toggle to directly
enable/disable compositing.
