I can confirm that removing "ElectricBorderMaximise=false" from my kwinrc, logging out, then logging back in resolved the issue. I'd never have caught that. Thank you kindly. Life demands my attention, but when I get time, I'll try to see if perhaps a desktop effect or Kwin script added that line, and alert the appropriate developer.
